You should always try to start your conversation in French, because when you show some effort French people are more likely to help you since the cliche of the arrogant tourist who expects everyone to speak English remains strong.  If you are having trouble, let it know by starting with : « Je parle francais un petit peu, je pense que votre anglais est meilleur que mon francais, n’est-ce pas ? », which is
« I speak French a little, but I think your English is better than my French, isn’t it ? »
